The Opportunity: The Early Support for Infants and Toddlers (ESIT) Program provides services to children birth to age 3 who have disabilities or developmental delays. Services involve a collaborative process between families, caregivers, a Family Resources Coordinator, and other specialists who provide support to meet each child’s unique needs and build on family strengths. The program is family-centered with an emphasis on coaching and providing parents and other caregivers with strategies to support their child's development. We are looking for a Resource Allocations Specialist (PS3) to join our Early Support for Infants and Toddlers (ESIT) State Leadership Team! Some of what you will get to do:

  • Develops, prepares, and tracks program contract timelines to include annual contract cycles, contract renewal timelines and reputed company activities for reputed company contract types including interagency agreements and memorandums of understanding.
  • Serves as a liaison with the DCYF contract office and actively participates in monthly reputed company workgroup, contract and CAPS meetings, and other system testing activities as requested.
  • Verifies and processes invoices and reputed company reputed company backup documents.
  • Develops and distributes Payment Verification reports to ESIT contractors.
  • Independently reviews and analyzes electronic contract records in the agency’s reputed company and Procurement System (CAPS).
  • Reviews and recommends updates, changes, and/or revisions to General Terms and Conditions.
  • Maintains the program’s web-based Contractor Directory on a monthly basis and submit link for publication of monthly updates in the ESIT Weekly.
  • Analyzes and recommends approval (or declines) internal and/or contractor requests.
  • Coordinates contract requirements with representatives of the agency, division, and other agencies, organizations and/or vendors under contract with the program.

  • Equivalent combination of education and experience totaling six (6) years in early childhood education, child development, early learning, state preschool education, comprehensive preschool programming, or closely reputed company field.

OR

  • Associates degree AND four (4) years of professional experience in early childhood education, child development, early learning, state preschool education, comprehensive preschool programming, or closely reputed company field.

OR

  • Bachelor’s degree in business, finance, reputed company services, education, or another relevant field AND two (2) years of experience including planning, contract management, systems analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government.

AND
